Al Jefferson is the President of the NBCFAE Washington Headquarters Region.
A longtime member of the NBCFAE since 1992, he served as the Education Recruitment and Training Chair, Regional Vice President and President of the Technical Center Region.Al is an Air Traffic Control Specialist in the ATO Safety and Technical Training Team.
He is a very proud father of three young men and grandfather to a grandson. An avid traveler, he enjoys other hobbies which include photography, camping, scuba diving and DIY projects.
Tamisha Thomas is the Vice President of NBCFAE Washington Headquarters Region. Prior to becoming the VP, she was National Education, Recruitment, and Training Chair, National Membership Chair, Special Assistant to the National President, and Millennium Group Lead. In the Headquarters Region, she has also held the positions of Regional Public Affairs and Special Assistant. She has been with the agency for 13 years and is currently a Management and Program Analyst on the ATO UAS Emerging Technologies Team. Tamisha enjoys tennis, working with small businesses, and spending time with her family.
Cynthia Smith is the Treasurer of NBCFAE Washington Headquarters Region. Cynthia has been a member since 2009 and has served as secretary for 3 terms. A Chicago native, she is also Office Manager for the Office of Labor and Employee Development (AJG). Cynthia enjoys reading, traveling and being a grandmother to 6 grandchildren. She is happily married to retired member, Larry Smith.
James Boyce, a native of Charlotte, NC is the Public Affairs Chair for NBCFAE Washington Headquarters Region. He has been a member of NBCFAE since 2009. This is his first executive board member position with NBCFAE. James currently works for the Navigation Program Support Group of the Program Management Office’s (PMO), Enterprise Services Directorate. He has served in several roles since 2005 at FAA supporting Headquarters Air Traffic Organization (ATO) business operations. James is a proud husband and father. Outside of work, he is also a poet, musician and a free-lance writer.
She has been with the FAA since 1989. Phyllis is currently an Human Resources Specialist, Employee Relations, AHL-100. She holds an Associates Degree -English, UDC, BS Degree -Organizational Management, Columbia Union College, and a Master’s Degree (Change Leadership) – Kaplan University.

Ms. Clark has over 20 years in FAA. Currently, detailed to the NextGen Integration and Implementation (NII) Program Office, AJP-A32. Official job of record: Technical Operation Program Office, AJW-153, as an Information Systems Security Officer (ISSO) in the Security Information Group (SIG) in the Washington Operations Center Complex (WOCC).
Ralph A. Randall, a native of Baltimore, Maryland; he studied at North Carolina A & T State University and Baltimore Community College where he was recruited and hired as an Engineering Aid, in 1982. Today, he is a Program Management Analyst in the Office of Acquisitions, JRC Investment Planning and Management Group. He has 10 years of experience supporting every level of FAA management as a facilitator. In 1991 Ralph began his employee advocacy with the Headquarters Employee Participation Group holding offices at every level including Vice-President and as President. In 1993 Ralph joined the National Black Coalition of Federal Aviation Employees (NBCFAE) through the Washington Headquarters Region. His active participation includes Education Recruitment and Training, Black HistoryMonth Committee, Aviation Career Education Camps, Parliamentarian appointment and beginning January 2000 through 2004, HQ Region President. Today Ralph participates as the Labor Relations and EEO Representative for Headquarters Region.
In his neighborhood Ralph’s been an after school tutor, Neighborhood Association President and from 1999 through June 2007 Ralph communicated community issues as a member of the Just You and Me Two Way Talk Radio Program on Morgan State University Radio WEAA 88.9FM in Baltimore. His passions are his family, reading and videography
